Abstract

Aceh Qanun Number 8 of 2013 concerning Tourism is a rule made by the Aceh government as a fruit of Aceh's autonomy. The regulations explain the various principles, objectives and functions of tourism in accordance with Islamic sharia. Article 3 explains that one of the objectives of tourism is to expand employment opportunities and equalize business opportunities; increase Aceh's original opinion towards the welfare and prosperity of the people. And in article 4, one of the functions of tourism is to build an entrepreneurial spirit. Based on these rules, whatever the purpose and function of tourism must be in accordance with Islamic values. In the Ketambe tourism area itself which is included in the Southeast Aceh district where the majority of the population is Muslim, it must automatically comply with Islamic values ​​in terms of building a true economic business, be it trading business, sharia-compliant lodging rentals and screening foreign tourists for appreciate local wisdom, moreover the ketambe natural tourism as a research area as well as for education for school students who often study there. The purpose of this study is to see how far the development and regulation is carried out, especially in the process of economic activity. The method used in research is by way of qualitative analysis by means of reflective, comparative and critical thinking. The results of field observations on the substance of implementing tourism regulations in Southeast Aceh, especially in terms of buying and selling and leasing businesses, there are still many deviations from the concept of Sharia Economic Law itself. In the perspective of Sharia Economic Law, all buying and selling matters must be far from fraud, obscurity, and leasing services that must be rented out on things that are in accordance with local religious and customary values. So that the analysis in the perspective of Sharia Economic Law that everything related to muamalah relations to increase worship of Allah and tourism which opens a lot of buying and selling and renting places does not hinder the application of Islamic law.
